Download cores from https://github.com/christianhaitian/retroarch-cores/tree/master/aarch64/opera_libretro.so.zip (This is the only repository I found that works with Asahi Linux's ARM architecture.)
Step 3. Paste yout core into <code>/home/[YOUR NAME]/.var/app/org.libretro.RetroArch/config/retroarch/cores/</code>
