:It varies from system to system. For games that use CDFS (PS1, PS2, Saturn, Sega CD, etc) will often have a date attributed on the main executable file, or sometimes have a real date in the volume information sector on the disc image itself. For ROMs, some developers include an actual build date in the ROM (like Aladdin, Jungle Book, The Terminator, etc) but it doesn't always happen. redump.org will post the main executable and often the volume date for CD based games, which is usually my go to for finding that information.
