I compared hashes with the final version of Counter-Strike: Global Offensive for PlayStation 3 with this and they are a match. This is just a poorly extracted version of the final game. Not a prototype! Another thing of note, there were very questionable edits done to this page. Such as having a contradicting statement of "predates 8 days after" along with it saying the build has no date (where did the 8 days come from then???)
