The v1.40 PAL version of Grand Theft Auto III was mistakenly released by Rockstar Games. A few things proving this is listed below.
Brad pedestrian says "I designed the PS2!" from time to time. Official, real-life gaming consoles are not canon in GTA games, this was place-holder dialogue, and not meant for the official, initial v1.40 NTSC release.
The Dodo clips into a building right across from the Portland Police Station/Sweeney Medical Clinic. This is due to the flight-paths still correlating to the early beta flight-paths, before a building was ever put across the Police Station/Medical Clinic.
Catalina has extra beta lines that were cut in the initial release during the mission "The Exchange".
Game won't allow you to progress to 100% unless completing the Paramedic side-mission 2 extra times.
Police Station/Medical Clinic tutorials are not skippable.
The intro has the beta light-blue police cars, which were removed due to September 11th, 2001. Rockstar Games would not keep these in the intro, if they made the police cars black and white. This is a very late beta version.

This is 100% a prototype, mistakenly released by Rockstar Games. v1.40 for NTSC is the original intended release by Rockstar Games, not v1.40 PAL.
